OFFICIALLY PASSED THE NATIONAL ASSEMBLY’S RESOLUTION ON INVESTMENT POLICY FOR THE NATIONAL TARGET PROGRAM ON CULTURAL DEVELOPMENT FOR THE 2025-2035 STAGE

Following the Program at the 8th Session, on the morning of November 27, under the direction of Vice Chairwoman of the National Assembly Nguyễn Thị Thanh, the National Assembly voted to approve the Resolution of the National Assembly on investment policy for the National Target Program on Cultural Development for the 2025-2035 stage by electronic voting.

The voting results showed that 430/454 delegates voted in favor (accounting for 89.77%). Thus, the National Assembly passed the Resolution of the National Assembly on the investment policy of the National Target Program on Cultural Development for the stage 2025-2035.

Previously, presenting the Report on reception and explanation, Chairman of the Committee on Culture and Education Nguyễn Đắc Vinh said that on November 1, 2024, the National Assembly discussed at the plenary session the Report on the proposed investment policy of the National Target Program on Cultural Development for the stage 2025-2035. In general, the National Assembly delegates reached a high consensus on the investment policy, the basic contents of the Program and the draft Resolution approving the investment policy.

NATIONAL ASSEMBLY DELEGATES PRESS THE BUTTON TO APPROVE THE NATIONAL ASSEMBLY RESOLUTION ON INVESTMENT POLICY
FOR NATIONAL TARGET PROGRAM OF CULTURAL DEVELOPMENT IN THE STAGE 2025-2035

Regarding the funding for the implementation of the Program, Chairman of the Committee on Culture and Education Nguyễn Đắc Vinh said that the National Assembly Standing Committee accepted the opinions of the delegates and expressed them in Point d, Clause 4, Article 1 of the draft Resolution. The National Assembly Standing Committee proposed that during the process of developing the Feasibility Study Report, the Government direct relevant agencies to closely coordinate with localities to determine appropriate counterpart rates.

Regarding the opinions agreeing with the specific mechanisms and policies in implementing the Program; Proposing to continue to thoroughly review to remove difficulties and obstacles, Chairman of the Committee on Culture and Education Nguyễn Đắc Vinh said that the Standing Committee of the National Assembly accepted and proposed that the Government in the process of building and implementing the Program, need to continue to review, promptly remove difficulties and obstacles to effectively implement the Program.

Regarding the investment and construction of the Vietnamese Cultural Center abroad, the Standing Committee of the National Assembly believes that the investment is in line with the policies of the Party and State, implementing the Foreign Cultural Strategy and meeting practical requirements.

“Therefore, the National Assembly Standing Committee requests the National Assembly to include this content as one of the specific mechanisms in implementing the Program. In addition, it is requested that the Government direct and absorb the opinions of delegates, select and build centers in order of priority; continue to perfect the organizational and operational mechanisms suitable for each locality, and have solutions to improve operational efficiency to ensure feasibility, effectiveness and avoid waste,” Mr. Nguyễn Đắc Vinh said.

Regarding the consensus of the Party and State’s common viewpoint of maximum decentralization to localities, assigning localities to allocate resources in accordance with actual conditions; at the same time, requesting the Government, ministries and branches to strengthen inspection and supervision of the implementation of the Program, the National Assembly Standing Committee accepts and requests the Government to direct the correct implementation of this principle in the process of developing the Feasibility Study Report and organizing the implementation of the Program.

Regarding the suggestions to add some specific targets and tasks for special subjects such as laborers, workers, and ethnic minorities who are migrants working in industrial parks, export processing zones, etc., Chairman of the Committee on Culture and Education Nguyễn Đắc Vinh said that the National Assembly Standing Committee accepted and proposed that the Government direct the continued review and attention to the above special subjects in the process of building and perfecting the content of the Feasibility Study Report, ensuring to avoid duplication with the national target programs being implemented and meeting the needs of cultural preservation and cultural activities of ethnic minorities.

Regarding the opinions that are still concerned, suggesting adjustments and additions to some targets and tasks in the components of the Program; proposing some solutions to effectively implement the components, Chairman of the Committee on Culture and Education Nguyễn Đắc Vinh said that the National Assembly Standing Committee accepts and requests the Government to carefully study and accept the opinions of National Assembly delegates in the process of developing the Feasibility Study Report, and be responsible for concretizing and implementing the Program according to the principles and contents approved by the National Assembly.

Regarding the opinion suggesting adding beneficiaries of the Program to be local relics that have not been ranked in order to promptly detect, preserve and promote relics and heritages that are circulating among the people; supplementing the subjects of safe zone communes and safe zone areas, Mr. Nguyễn Đắc Vinh said that for relics that have not been ranked, in order to promptly detect and preserve relics, the Program has stipulated the content of the national inventory of tangible cultural heritage in Component Content No. 4.

The implementation of the Program needs to thoroughly grasp the spirit of targeted, focused, and key investment; the relics and heritages included in the Program must be national relics, special national relics, cultural heritages recognized by UNESCO… This Program does not replace regular investment plans and programs, according to the medium-term plan of the locality.

In addition to the above contents, Chairman of the Committee on Culture and Education Nguyễn Đắc Vinh said that National Assembly delegates have contributed comments on a number of other specific issues, which the National Assembly Standing Committee has studied, absorbed, and specifically expressed in the draft Resolution.

According to the Resolution just passed, the specific targets of the Program by 2030 are to achieve the following 9 specific target groups: (1) The system of cultural values, the system of human values, the system of Vietnamese family values ​​are implemented nationwide through codes of conduct; (2) Strive for 100% of provincial-level administrative units to have 3 types of provincial-level cultural institutions (Cultural Centers or Cultural-Sports Centers, Museums, Libraries); 80% of district-level administrative units to have standard Cultural-Sports Centers; ensure effective operation of cultural institutions at commune and village levels; (3) Strive to complete the restoration of 95% of special national relics (about 120 relics) and 70% of national relics (about 2,500 relics); (4) Strive for cultural industries to contribute 7% of the country’s GDP; (5) Strive for 100% of cultural and artistic units to be computerized, digitally transformed, and apply the achievements of the 4th Industrial Revolution; (6) Strive for 100% of students in the national education system to access and participate in art education and cultural heritage education activities; (7) 90% of talented artists, officers, and public employees in the field of culture and art to be trained, learned and improve their professional skills and expertise; (8) Outstanding, high-quality literary, artistic, cinematic, literary works and criticisms are supported in creation, publication, and dissemination; (9) Every year, there are at least 05 major international cultural and artistic events abroad with the official participation of Việt Nam.

By 2035, achieve the following 9 specific target groups: (1) Strive for 100% of localities to include the content of ethics education, lifestyle, and family value system in the new period into the village, clan, community, and commune conventions and support effective implementation; (2) 100% of libraries in the library network meet the conditions for establishment and ensure operating conditions according to the provisions of the Library Law; (3) Strive to complete the restoration of 100% of special national monuments and at least 80% of national monuments; (4) Strive for cultural industries to contribute 8% of the country’s GDP; (5) Complete the National Digital Library, build smart libraries, expand connections, and integrate data with libraries in the Vietnamese and international library network; (6) 85% of educational institutions nationwide have enough classroom systems for Music, Fine Arts and Arts subjects; (7) 100% of talented artists, officers and public employees in the field of culture and arts are provided with access to, trained, learned and improved professional skills and expertise; (8) Every year, there are 10-15 national cultural and artistic works and projects on national history, history of revolutionary struggles and the country’s renovation process; (9) Every year, there are at least 06 major international cultural and artistic events abroad with the official participation of Việt Nam.
